Unklar ist, ob er als S tammvater der Grafen von Hövel anzusehen ist. Er war Sohn von Herman n I. und Gerberga von Burgund. Seine Brüder waren Hermann II. und Rud olf. Seine Schwester Ida/Hitha war Äbtissin des Stifts Meschede. De s weiteren war er Stiefbruder der Kaiserin Gisela und der Mathilde ver heiratet mit Konrad I. von Kärnten. Er war auch Cousin König Heinric h II. und Neffe von König Rudolfs III. von Burgund. Die Quellenlag e zu Bernhard ist spärlich. Er wird möglicherweise 1003 im Zusammenh ang mit dem Kloster Deutz genannt. Dafür spricht, dass das Kloster si ch später an ihn als einen "vir nobilis" erinnert.
